European Union's Tacis Project

 

Project Synopsis

 

The Tacis project “Business Infrastructure in Odessa oblast, Lower Danube Euroregion” started its activities in Ukraine in January 2003. Project duration is 30 months. 

 

The main goal of the project is to have increased the cross-border cooperation in the Lower Danube Euroregion in the field of Small and Medium Sized Enterprises, which implies:

1) increasing the number of SMEs involved in cross-border activities

2) increasing the volume of cross-border trade by the SME sector

 

 Specific Objectives

In the Odessa Oblast:

 To have strengthened the local SME sector in the Lower Danube region of the Odessa Oblast for intensified crossborder trade in the Lower Danube Euroregion

 In the Lower Danube Euroregion:

 To have strengthened the relations of the Odessa Oblast SME sector with key partners in the Lower Danube Euroregion crossborder areas of Romania and Moldova

 

 Planned Results

 a)  Sustainable organizations established and operational without outside support. A local development agency based on the Fund for Support to Entrepreneurship (FSE) in Izmail, an office for the Lower Danube Euroregion based in Reni and a Regional Development Agency (RDA) based in Odessa capable of dealing with cross-border cooperation and SME issues.

 b)  A support system established for the SME sector in the Lower Danube region of Odessa Oblast to give local SMEs access to advice, training, information, exhibitions and exchanges.

 c)  Development of strategies and action plans for tourism and agricultural sectors/

 d)  A system established for the identifications of problems in crossborder trade and actions taken to change blockages caused at national level through information and promotion.

 e)   Relevant public officials trained in the field of crossborder cooperation and the development and use of effective strategies in different sectors.

 

 Financing

The project is financed by the European Union in the framework of the Tacis programme on transborder cooperation “Cross-Border Cooperation” (СВС). The Project is implemented by the French consulting company BDPA in the consortium with GALLO ECF, SEQUA, and EWI.
